The European Commission Directorate-General for Humanitarian Aid and Civil Protection (ECHO) funds relief operations for victims of natural disasters and conflicts outside the European Union. For humanitarian aid, the Commission works with about 200 operational partners, including United Nations agencies, the Red Cross/Crescent movement and non-governmental organisations (NGOs). Aid is channelled impartially, straight to victims, regardless of their race, ethnic group, religion, gender, age, nationality or political affiliation.

The European Commission DG Humanitarian Aid and Civil Protection (ECHO) Islamabad Office announces the vacant position for a Programme Assistant (PA) for its Office based in Islamabad.

PROFILE
* Higher education and/or equivalent adequate experience, a university degree in social sciences or similar is desirable.
* Demonstrate at least 5 years relevant working experience in similar post, in international organisation dealing with humanitarian aid/development.
* Good knowledge in project cycle and experience in project management.
* Availability to go on field missions to countryside at short notice, in particular in Peshawar area.
* Proven fluent language skills in English (oral and written); other relevant languages will be considered as a plus, in particular Pashto.
* Able to liaise with other similar organisations.
* Computer literate and excellent word and excel processing skills.
* Demonstrate flexibility, versatility, initiative and diplomacy.
* Capacity to work in a multidisciplinary team and international environment.

JOB DESCRIPTION
The PA will primarily responsible for follow up of ECHO Humanitarian actions in Pakistan and will be assigned duties as appropriate. The Employee serves as a Programme Assistant for Humanitarian project support activities by collaborating with implementing partners and other relevant organisations to assure an overview of needs in the sector of his/her responsibility, gives technical advice during the elaboration of project proposal, closely monitors the implementation of operations implemented by non-governmental organisations and international organisations, participation in relevant meetings, advises on any ECHO project.

CONTRACT
A contract of employment will be concluded for an initial period of one year, subject to a successful completion of 03 month probation period. Employment is expected to start in June 2011.A competitive salary will be offered to the selected candidate.
